Improving Human rights Situation through Upgrading the Mental Health Care and Inclusive Education

Objective of this project is to improve mental health care and inclusive education in Georgia by implementing the new Georgian Law on Psychiatric Care and other related legislation into practice. Expected project results are: white paper on further development of mental health care policy, white paper for a better education of disabled children, commentaries on and interpretation of existing legislation in the light of the latest standards of the ECHR, monitoring reports on implantation of laws; reports with recommendation t to improve implementation of law, trained medical staff, judges, prosecutors and legal practitioners in proper interpretation of the legislation, cooperation between the Georgian, Dutch and other western experts to safeguard professionalism of Georgian health workers and law makers and to protect human rights of the patients.

Overall project goal is to strengthen capacity of the newly elected Armenian Parliament, emphasis on building professional skills among parliamentarians and exposing the newly elected law-makers to the cumulative experience of older, more established parliamentary democracies. Expected results are: group of multi-party Armenian legislators’ awareness and techniques to help foster role as elected representatives and law makers will be strengthened, strengthen awareness of the part of Armenian MPs about crucial importance of constructive dialogue and active partnership for a sustainable democracy; deeper knowledge of the issues confronting Armenian legislators in exercising their oversight function, better understanding and more efficient application of the Rules of Procedure, Increased understanding of the part of the MPs of the value of civil society and better communication with the public at large; establishment of an international network of contacts among Armenian, Dutch and Latvian MPs for exchange of experience and know-how.
